廣西壯族自治區高標準農田建設提升(sheng)行動方案
(2023—2025年)
為認(ren)真(zhen)貫徹中(zhong)央和自治區(qu)關(guan)于加(jia)快高標準(zhun)農(nong)田(tian)建設的決(jue)策部(bu)署,深入實(shi)施“藏(zang)糧(liang)(liang)于地、藏(zang)糧(liang)(liang)于技”戰略(lve),推動(dong)(dong)“十四五(wu)”時期全(quan)區(qu)高標準(zhun)農(nong)田(tian)建設提質增效(xiao),鞏固和提高農(nong)田(tian)防災抗(kang)災減(jian)災能力和綜合生產能力,夯實(shi)糧(liang)(liang)食安全(quan)基礎,決(jue)定(ding)組織實(shi)施高標準(zhun)農(nong)田(tian)建設提升行動(dong)(dong)。為保障行動(dong)(dong)順利開展,制定(ding)本(ben)方(fang)案。
一、總體要(yao)求(qiu)
(一)指導(dao)思想
以習(xi)(xi)近平(ping)新(xin)時代(dai)(dai)中(zhong)國特色社會主(zhu)義思想為指導,深入學習(xi)(xi)貫徹黨的二十大精神,認真(zhen)學習(xi)(xi)貫徹習(xi)(xi)近平(ping)總書(shu)記“五個更大”重(zhong)(zhong)要(yao)要(yao)求,深入貫徹落實習(xi)(xi)近平(ping)總書(shu)記視(shi)察廣西“4·27”重(zhong)(zhong)要(yao)講話和(he)對廣西工作系列重(zhong)(zhong)要(yao)指示(shi)精神,堅持以高質量(liang)發(fa)展為統攬,圍繞(rao)旱澇保收(shou)、高產穩(wen)產、建管一(yi)體的總要(yao)求,聚焦(jiao)重(zhong)(zhong)點(dian)區域,統籌(chou)灌區建設(she)(she)與高標(biao)(biao)準(zhun)農(nong)田建設(she)(she),統籌(chou)耕地建設(she)(she)與產業導入,高標(biao)(biao)準(zhun)建設(she)(she)耕地,高質量(liang)發(fa)展產業,推動高標(biao)(biao)準(zhun)農(nong)田建設(she)(she)由數量(liang)增長向(xiang)數量(liang)與質量(liang)并重(zhong)(zhong)轉變,夯實糧(liang)食安(an)全根基(ji)和(he)農(nong)業現代(dai)(dai)化發(fa)展基(ji)礎(chu)。
(二)主(zhu)要(yao)原則(ze)
黨政同(tong)(tong)(tong)責(ze),多(duo)元參(can)(can)與。堅決(jue)落(luo)實糧食安(an)全黨政同(tong)(tong)(tong)責(ze),建立健全“政府主導(dao)、部門(men)協同(tong)(tong)(tong)、各方參(can)(can)與”的(de)工作機制(zhi),統籌(chou)相關涉農(nong)資金,引(yin)導(dao)社會(hui)資本共同(tong)(tong)(tong)參(can)(can)與高(gao)標(biao)準農(nong)田(tian)建設。
統籌規(gui)劃,突出重(zhong)點。自上(shang)而下編(bian)制全區高標準農(nong)(nong)(nong)田(tian)(tian)(tian)(tian)建(jian)設(she)(she)規(gui)劃,建(jian)立高標準農(nong)(nong)(nong)田(tian)(tian)(tian)(tian)建(jian)設(she)(she)項目庫,科學合理(li)安排(pai)高標準農(nong)(nong)(nong)田(tian)(tian)(tian)(tian)建(jian)設(she)(she)任務,優先(xian)在糧(liang)食(shi)生產功能區、重(zhong)要農(nong)(nong)(nong)產品生產保護區、大中型灌區、符合條件的退林退園耕地和撂荒地開展(zhan)高標準農(nong)(nong)(nong)田(tian)(tian)(tian)(tian)建(jian)設(she)(she)。圍繞糧(liang)食(shi)、糖料蔗、蔬菜產業發展(zhan),將高標準農(nong)(nong)(nong)田(tian)(tian)(tian)(tian)建(jian)設(she)(she)規(gui)模較大和潛力(li)較高的縣(市、區)劃分為(wei)重(zhong)點建(jian)設(she)(she)區域(yu)進行(xing)推進。
因地(di)制宜(yi),綜合治(zhi)理。堅持(chi)標準(zhun)統一(yi)、分類建設(she)、一(yi)地(di)一(yi)案,綜合考慮本地(di)的(de)農(nong)田(tian)特點、產業需求(qiu)和區劃范圍(wei),確定本區域的(de)高標準(zhun)農(nong)田(tian)建設(she)內容和建設(she)計劃,分類推(tui)進(jin)。統籌推(tui)進(jin)田(tian)、土、水、路、林、電、技、管(guan)綜合治(zhi)理,推(tui)進(jin)高標準(zhun)農(nong)田(tian)建設(she)和耕地(di)質量建設(she)同步實施(shi),強化工程與農(nong)藝(yi)措施(shi)并重(zhong)。
明(ming)確(que)用途,良田糧用。堅(jian)持農田就是(shi)農田,分類明(ming)確(que)耕地用途,嚴格落實耕地利用優先序,高標準農田原則上全部用于糧食生(sheng)(sheng)產,兼顧重點產區的糖料蔗生(sheng)(sheng)產。
(三)總體目(mu)標
2023—2025年全(quan)區新建(jian)高(gao)(gao)標(biao)(biao)準(zhun)(zhun)(zhun)農(nong)(nong)(nong)田305萬(wan)畝(mu)以上(shang),確(que)(que)保到2025年底全(quan)區累(lei)計建(jian)成高(gao)(gao)標(biao)(biao)準(zhun)(zhun)(zhun)農(nong)(nong)(nong)田2977萬(wan)畝(mu)以上(shang),并改(gai)造提(ti)升高(gao)(gao)標(biao)(biao)準(zhun)(zhun)(zhun)農(nong)(nong)(nong)田293萬(wan)畝(mu),統籌發展高(gao)(gao)效節水(shui)灌溉(gai)面積29.2萬(wan)畝(mu),力(li)(li)爭(zheng)當年項目當年建(jian)成并發揮作用。通過(guo)持續建(jian)設(she)提(ti)升,全(quan)區高(gao)(gao)標(biao)(biao)準(zhun)(zhun)(zhun)農(nong)(nong)(nong)田保有量和質量進(jin)一(yi)步(bu)提(ti)高(gao)(gao),節水(shui)高(gao)(gao)效、綠色生(sheng)態、土地流轉、產(chan)(chan)(chan)業導入的農(nong)(nong)(nong)田建(jian)設(she)模(mo)式進(jin)一(yi)步(bu)普(pu)及,糧(liang)食生(sheng)產(chan)(chan)(chan)功能區、糖料蔗(zhe)生(sheng)產(chan)(chan)(chan)保護區、特(te)色農(nong)(nong)(nong)產(chan)(chan)(chan)品優勢區、現代農(nong)(nong)(nong)業園區和田園綜合(he)體等同步(bu)建(jian)設(she)、一(yi)體推進(jin),支撐(cheng)糧(liang)食生(sheng)產(chan)(chan)(chan)和重要農(nong)(nong)(nong)產(chan)(chan)(chan)品供給(gei)能力(li)(li)進(jin)一(yi)步(bu)提(ti)升,確(que)(que)保建(jian)成的高(gao)(gao)標(biao)(biao)準(zhun)(zhun)(zhun)農(nong)(nong)(nong)田畝(mu)均(jun)糧(liang)食綜合(he)生(sheng)產(chan)(chan)(chan)能力(li)(li)提(ti)高(gao)(gao)100公斤左右,穩定保障全(quan)區280億斤以上(shang)糧(liang)食產(chan)(chan)(chan)能。
二、重(zhong)點任務及(ji)責任分工
(一(yi))優(you)化規劃布局
1.編制完(wan)成高標(biao)準農田(tian)(tian)建(jian)(jian)設規劃。結合國土(tu)空間、水(shui)資源利用(yong)等相關規劃和(he)國土(tu)“三(san)調(diao)”成果,全(quan)面梳理(li)全(quan)區(qu)建(jian)(jian)設區(qu)域,形成自治區(qu)、市、縣(xian)三(san)級高標(biao)準農田(tian)(tian)建(jian)(jian)設規劃。突出提升糧(liang)(liang)食產能,優先在糧(liang)(liang)食生產功能區(qu)、糧(liang)(liang)食生產重點縣(xian)開展高標(biao)準農田(tian)(tian)建(jian)(jian)設。將具備條件(jian)的(de)撂荒地納入(ru)高標(biao)準農田(tian)(tian)建(jian)(jian)設范圍。退林、退果的(de)耕地符合高標(biao)準農田(tian)(tian)建(jian)(jian)設條件(jian)的(de),可納入(ru)高標(biao)準農田(tian)(tian)建(jian)(jian)設改造提升。(各市、縣(xian)人民政府負責,自治區(qu)農業農村廳配合)
2.建立項目儲備庫(ku)。統籌安排規劃(hua)期內任務,制(zhi)定分年(nian)度工(gong)(gong)作(zuo)計劃(hua),加(jia)快(kuai)推進項目庫(ku)建設(she)(she),縣(xian)級(ji)需(xu)在2023年(nian)6月前(qian)完成2023—2025年(nian)項目庫(ku)建設(she)(she),入庫(ku)項目面(mian)積不能低于明確(que)的建設(she)(she)任務,入庫(ku)項目前(qian)期工(gong)(gong)作(zuo)要達到可(ke)行性研(yan)究(jiu)深(shen)度。(各市(shi)、縣(xian)人(ren)民政府(fu)負責,自治(zhi)區農業農村廳配合)
(二)優化(hua)項(xiang)目建設時序(xu)
大(da)中(zhong)型灌(guan)區工(gong)(gong)(gong)程(cheng)的干渠(qu)(qu)、支渠(qu)(qu)等骨干工(gong)(gong)(gong)程(cheng)由水利部(bu)門(men)負責(ze)建設(she)(she),田間渠(qu)(qu)道工(gong)(gong)(gong)程(cheng)(斗渠(qu)(qu)、毛渠(qu)(qu)等末梢(shao)渠(qu)(qu)系工(gong)(gong)(gong)程(cheng))由農業農村部(bu)門(men)負責(ze),兩部(bu)門(men)要協同推(tui)進實(shi)施(shi)大(da)中(zhong)型灌(guan)區現代化改造與(yu)高標準(zhun)農田建設(she)(she),將(jiang)高標準(zhun)農田項(xiang)目優先安排(pai)在(zai)大(da)中(zhong)型灌(guan)區項(xiang)目區內,保(bao)證大(da)中(zhong)型灌(guan)區項(xiang)目盡快發(fa)揮整(zheng)體效益。各地實(shi)施(shi)“旱(han)改水”工(gong)(gong)(gong)程(cheng)要與(yu)高標準(zhun)農田建設(she)(she)項(xiang)目配(pei)套協調,“旱(han)改水”項(xiang)目建設(she)(she)應同步或略晚實(shi)施(shi)。(自(zi)治區農業農村廳、發(fa)展(zhan)改革委、財政廳、自(zi)然(ran)資源廳、水利廳等按職責(ze)分工(gong)(gong)(gong)負責(ze),各市、縣人民政府抓好落實(shi))
(三)優(you)化項目實施程序
1.加快項目(mu)(mu)審批(pi)工(gong)作(zuo)。縣(xian)級(ji)(ji)人民(min)政(zheng)府要(yao)提(ti)前確定(ding)次年(nian)建設(she)(she)項目(mu)(mu),對列入年(nian)度(du)(du)建設(she)(she)計(ji)劃的項目(mu)(mu)要(yao)提(ti)早啟(qi)動項目(mu)(mu)初(chu)步(bu)設(she)(she)計(ji),在每年(nian)6月份前完成(cheng)次年(nian)項目(mu)(mu)的初(chu)步(bu)設(she)(she)計(ji)工(gong)作(zuo)。安排(pai)必要(yao)的前期工(gong)作(zuo)經(jing)費,可統籌(chou)上一年(nian)度(du)(du)暫(zan)未能支出(chu)(chu)的自治(zhi)區(qu)農(nong)田建設(she)(she)補(bu)助(zhu)資(zi)金用于下年(nian)度(du)(du)項目(mu)(mu)規劃及初(chu)步(bu)設(she)(she)計(ji)等經(jing)費支出(chu)(chu),待下年(nian)度(du)(du)資(zi)金到(dao)位后(hou)再行補(bu)足(zu)。市(shi)級(ji)(ji)農(nong)業(ye)農(nong)村(cun)部門要(yao)常態化開展項目(mu)(mu)審核(he)工(gong)作(zuo),在年(nian)度(du)(du)建設(she)(she)任務下達(da)前完成(cheng)項目(mu)(mu)初(chu)步(bu)設(she)(she)計(ji)的市(shi)級(ji)(ji)審核(he)工(gong)作(zuo),在收到(dao)自治(zhi)區(qu)下達(da)年(nian)度(du)(du)任務10個工(gong)作(zuo)日(ri)內完成(cheng)市(shi)級(ji)(ji)初(chu)步(bu)設(she)(she)計(ji)批(pi)復并(bing)報自治(zhi)區(qu)農(nong)業(ye)農(nong)村(cun)廳(ting)備案。(各市(shi)、縣(xian)人民(min)政(zheng)府負責,自治(zhi)區(qu)農(nong)業(ye)農(nong)村(cun)廳(ting)配合(he))
2.加快財(cai)(cai)政(zheng)(zheng)投資(zi)評(ping)審(shen)工(gong)作(zuo)(zuo)。高(gao)標(biao)準農田(tian)建(jian)設(she)項(xiang)(xiang)(xiang)(xiang)目(mu)實行財(cai)(cai)政(zheng)(zheng)投資(zi)評(ping)審(shen)制度。項(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)設(she)單(dan)位在(zai)收(shou)到(dao)上級(ji)(ji)項(xiang)(xiang)(xiang)(xiang)目(mu)初(chu)步設(she)計批(pi)復后7天內(nei)報(bao)送項(xiang)(xiang)(xiang)(xiang)目(mu)概(gai)(預(yu))算(suan)財(cai)(cai)政(zheng)(zheng)評(ping)審(shen),各(ge)級(ji)(ji)財(cai)(cai)政(zheng)(zheng)部門(men)在(zai)收(shou)到(dao)完整的(de)(de)(de)評(ping)審(shen)材料后,原則上應在(zai)20個工(gong)作(zuo)(zuo)日內(nei)出具項(xiang)(xiang)(xiang)(xiang)目(mu)概(gai)(預(yu))算(suan)評(ping)審(shen)報(bao)告(gao)(不含核對和征求意(yi)見反饋的(de)(de)(de)時間),最長不超過30個工(gong)作(zuo)(zuo)日。經財(cai)(cai)政(zheng)(zheng)部門(men)審(shen)定(ding)的(de)(de)(de)概(gai)(預(yu))算(suan)總(zong)額作(zuo)(zuo)為項(xiang)(xiang)(xiang)(xiang)目(mu)投資(zi)控(kong)制和財(cai)(cai)政(zheng)(zheng)部門(men)安排(pai)或撥(bo)付財(cai)(cai)政(zheng)(zheng)資(zi)金(jin)的(de)(de)(de)重(zhong)要依據。已進(jin)行概(gai)(預(yu))算(suan)評(ping)審(shen)的(de)(de)(de)項(xiang)(xiang)(xiang)(xiang)目(mu),不再(zai)對該項(xiang)(xiang)(xiang)(xiang)目(mu)進(jin)行招(zhao)標(biao)控(kong)制價(jia)評(ping)審(shen),項(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)設(she)單(dan)位在(zai)該項(xiang)(xiang)(xiang)(xiang)目(mu)具備招(zhao)標(biao)條件后開展招(zhao)標(biao)工(gong)作(zuo)(zuo),且(qie)編制的(de)(de)(de)招(zhao)標(biao)控(kong)制價(jia)不得超過同口徑(jing)財(cai)(cai)政(zheng)(zheng)部門(men)審(shen)定(ding)的(de)(de)(de)概(gai)(預(yu))算(suan)總(zong)額。除上述事項(xiang)(xiang)(xiang)(xiang)外的(de)(de)(de)竣工(gong)結(決(jue))算(suan)及其他(ta)評(ping)審(shen)事項(xiang)(xiang)(xiang)(xiang)按同級(ji)(ji)財(cai)(cai)政(zheng)(zheng)部門(men)的(de)(de)(de)規定(ding)執行。(各(ge)市、縣人民政(zheng)(zheng)府負責,自(zi)治(zhi)區農業農村廳(ting)(ting)、財(cai)(cai)政(zheng)(zheng)廳(ting)(ting)配(pei)合(he))
3.加快招投(tou)(tou)標工作。對于需(xu)要(yao)進行政(zheng)府采(cai)購的項(xiang)目,相關部門在送財(cai)(cai)政(zheng)部門開(kai)展財(cai)(cai)政(zheng)投(tou)(tou)資(zi)評審時同步(bu)開(kai)展政(zheng)府采(cai)購意向公(gong)開(kai),在采(cai)購意向公(gong)開(kai)期滿并(bing)完(wan)成(cheng)財(cai)(cai)政(zheng)投(tou)(tou)資(zi)評審后(hou),及時開(kai)展采(cai)購活動。(各市(shi)、縣人民(min)政(zheng)府負責,自治(zhi)區農業(ye)農村廳、財(cai)(cai)政(zheng)廳配合)
4.加強資(zi)金(jin)使用監督(du)和(he)(he)指導。縣級(ji)財(cai)政(zheng)部門要主動配(pei)合(he)做好項(xiang)(xiang)目(mu)招投(tou)標、政(zheng)府(fu)采購審(shen)批、項(xiang)(xiang)目(mu)投(tou)資(zi)評審(shen)、資(zi)金(jin)支(zhi)(zhi)(zhi)付(fu)(fu)、決算審(shen)計等工(gong)(gong)(gong)(gong)(gong)作(zuo),在風險可控的(de)情況(kuang)下,按工(gong)(gong)(gong)(gong)(gong)程(cheng)實(shi)施(shi)進度和(he)(he)單項(xiang)(xiang)工(gong)(gong)(gong)(gong)(gong)程(cheng)驗收情況(kuang),分(fen)階段撥付(fu)(fu)資(zi)金(jin),進一步(bu)提(ti)高建設工(gong)(gong)(gong)(gong)(gong)程(cheng)進度款(kuan)(kuan)支(zhi)(zhi)(zhi)付(fu)(fu)比例,進度款(kuan)(kuan)支(zhi)(zhi)(zhi)付(fu)(fu)應不(bu)低于(yu)已(yi)完(wan)(wan)成(cheng)工(gong)(gong)(gong)(gong)(gong)程(cheng)價款(kuan)(kuan)的(de)80%。當(dang)(dang)年(nian)開工(gong)(gong)(gong)(gong)(gong)、當(dang)(dang)年(nian)不(bu)能(neng)竣(jun)(jun)工(gong)(gong)(gong)(gong)(gong)的(de)新開工(gong)(gong)(gong)(gong)(gong)項(xiang)(xiang)目(mu)可以(yi)推行過(guo)程(cheng)結算,通(tong)過(guo)合(he)同約定,將施(shi)工(gong)(gong)(gong)(gong)(gong)過(guo)程(cheng)按時間或進度節(jie)點劃分(fen)施(shi)工(gong)(gong)(gong)(gong)(gong)周期,對(dui)周期內(nei)已(yi)完(wan)(wan)成(cheng)且無爭議的(de)工(gong)(gong)(gong)(gong)(gong)程(cheng)量(含變更、簽(qian)證、索賠等)進行價款(kuan)(kuan)計算、確認(ren)和(he)(he)支(zhi)(zhi)(zhi)付(fu)(fu),支(zhi)(zhi)(zhi)付(fu)(fu)金(jin)額(e)不(bu)得超出(chu)已(yi)完(wan)(wan)工(gong)(gong)(gong)(gong)(gong)部分(fen)對(dui)應的(de)批復概(預(yu))算,經雙方(fang)確認(ren)的(de)過(guo)程(cheng)結算文(wen)(wen)件作(zuo)為竣(jun)(jun)工(gong)(gong)(gong)(gong)(gong)結算文(wen)(wen)件的(de)組成(cheng)部分(fen),竣(jun)(jun)工(gong)(gong)(gong)(gong)(gong)后原(yuan)則上不(bu)再重復審(shen)核。對(dui)于(yu)項(xiang)(xiang)目(mu)實(shi)施(shi)部門提(ti)交的(de)符(fu)合(he)要求的(de)支(zhi)(zhi)(zhi)付(fu)(fu)申請,財(cai)政(zheng)部門要在1 個月(yue)內(nei)足額(e)撥付(fu)(fu)到(dao)位。(各(ge)市、縣人民政(zheng)府(fu)負責,自治區農(nong)業農(nong)村廳、財(cai)政(zheng)廳、發展改革委配(pei)合(he))
5.做好(hao)竣工(gong)驗(yan)收(shou)(shou)工(gong)作。各(ge)(ge)地(di)要明確各(ge)(ge)相關主體驗(yan)收(shou)(shou)職責,提高驗(yan)收(shou)(shou)質量和效率(lv)。財(cai)(cai)政部(bu)門和項目主管部(bu)門對(dui)項目竣工(gong)財(cai)(cai)務決(jue)算實行先(xian)審核(he)、后批(pi)復(fu),可以委(wei)托預算評審機構(gou)或者有專業能(neng)力的社會中(zhong)介(jie)機構(gou)進行審核(he),對(dui)符合條件的,應當在6個月內批(pi)復(fu)。(各(ge)(ge)市、縣人民政府(fu),自治區農業農村(cun)廳、財(cai)(cai)政廳按職責分工(gong)負責)
(四)創新建設組織模式

——項(xiang)(xiang)目(mu)規劃階段,各地(di)依托政府涉農公(gong)司、供銷(xiao)社等(deng)政府平臺,以委(wei)托經營、土地(di)流(liu)轉形式連片(pian)流(liu)轉項(xiang)(xiang)目(mu)區耕地(di),再與農業(ye)(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)(ye)化企業(ye)(ye)(ye)(ye)等(deng)各類新(xin)型農業(ye)(ye)(ye)(ye)經營主體洽談(tan)農業(ye)(ye)(ye)(ye)開發(fa)合(he)作,簽訂種業(ye)(ye)(ye)(ye)、糧(liang)(liang)(liang)經、糧(liang)(liang)(liang)漁、糧(liang)(liang)(liang)牧等(deng)糧(liang)(liang)(liang)食綜合(he)產(chan)(chan)業(ye)(ye)(ye)(ye)發(fa)展(zhan)協議,并(bing)按照(zhao)導入產(chan)(chan)業(ye)(ye)(ye)(ye)需要開展(zhan)項(xiang)(xiang)目(mu)初步(bu)設計。
——項(xiang)目建(jian)設(she)階段,政(zheng)府平(ping)臺(tai)與(yu)新型農業經(jing)營(ying)(ying)主體(ti)共同參與(yu)項(xiang)目建(jian)設(she),按照(zhao)導入產業的生產需要,實(shi)施“小塊并大(da)塊”,建(jian)設(she)水電、機耕(geng)路等基(ji)礎設(she)施和生產設(she)施,資金不(bu)足部分由農業新型經(jing)營(ying)(ying)主體(ti)及政(zheng)府平(ping)臺(tai)補充(chong)。
——項目建成驗收后,交由新型農(nong)業(ye)經營主(zhu)體按(an)照協(xie)(xie)議(yi)使用耕地,發展(zhan)糧食綜合產業(ye),并落實高標準農(nong)田管護(hu)主(zhu)體責(ze)任。各地政府平臺跟(gen)進做(zuo)好產業(ye)發展(zhan)服務,負責(ze)監(jian)督產業(ye)協(xie)(xie)議(yi)履行、管護(hu)責(ze)任落實。(各市、縣(xian)人民政府,自治區農(nong)業(ye)農(nong)村廳(ting)(ting)、財政廳(ting)(ting)、水利(li)廳(ting)(ting)、供銷社(she)等按(an)職責(ze)分工負責(ze))
2.探(tan)索山地丘陵梯田化改造示范工(gong)程(cheng)。有條(tiao)件的(de)(de)地方可以統籌水土保持工(gong)程(cheng),探(tan)索實施丘陵、山區梯田化改造,因地制宜修(xiu)筑水平或坡式梯田,綜合實施水利、道(dao)路、土壤改良工(gong)程(cheng),積極采取溝(gou)道(dao)治(zhi)理、坡面防護等(deng)配套工(gong)程(cheng),在提(ti)升耕地質量和宜機(ji)化水平的(de)(de)同時,提(ti)高(gao)防御暴雨(yu)沖刷(shua)能力,減少水土流失。(各市、縣人(ren)民政府,自治(zhi)區農業農村廳、水利廳按職(zhi)責分工(gong)負責)
(五)嚴格執行(xing)建(jian)設標準
根據《廣西高(gao)標(biao)準農(nong)田(tian)建設規(gui)(gui)劃(2021—2030年)》《高(gao)標(biao)準農(nong)田(tian)建設通則》(GB/T 30600-2022)及相(xiang)關技術規(gui)(gui)范與(yu)標(biao)準,統籌考慮(lv)農(nong)田(tian)、水(shui)利、林業(ye)、電力、氣象(xiang)、農(nong)作物(wu)病蟲害預警防(fang)控等各方面(mian)因素(su),按照(zhao)良田(tian)糧用、增加農(nong)戶收入、提(ti)升耕地質(zhi)量、提(ti)高(gao)農(nong)業(ye)機械化水(shui)平的整體要(yao)求,因地制(zhi)宜(yi)確定高(gao)標(biao)準農(nong)田(tian)建設內(nei)容。(各市、縣人民政府,自治區農(nong)業(ye)農(nong)村(cun)廳(ting)、財政廳(ting)、水(shui)利廳(ting)等按職責(ze)分工負責(ze))
(六)加強(qiang)后續(xu)管護管控
1. 落(luo)(luo)實管(guan)(guan)護工(gong)(gong)作(zuo)(zuo)。按照“誰(shui)(shui)受益、誰(shui)(shui)管(guan)(guan)護,誰(shui)(shui)使用(yong)、誰(shui)(shui)管(guan)(guan)護”的原則對已竣工(gong)(gong)驗收的項目(mu)及時辦(ban)理資產交(jiao)付手續,明確(que)管(guan)(guan)護主體(ti),落(luo)(luo)實管(guan)(guan)護責(ze)(ze)任及經費,健全管(guan)(guan)護制度,確(que)保長久發揮效益。各(ge)(ge)地要(yao)(yao)按照有關規定(ding)明確(que)高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)(nong)(nong)(nong)田(tian)管(guan)(guan)護主體(ti),引導和激勵專業大戶、家庭農(nong)(nong)(nong)(nong)場、農(nong)(nong)(nong)(nong)民(min)合(he)作(zuo)(zuo)社、農(nong)(nong)(nong)(nong)民(min)用(yong)水(shui)合(he)作(zuo)(zuo)組織、涉(she)農(nong)(nong)(nong)(nong)企業等參(can)與高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)(nong)(nong)(nong)田(tian)設(she)施的日常管(guan)(guan)護。各(ge)(ge)級農(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)村(cun)、水(shui)利(li)部門要(yao)(yao)定(ding)期(qi)對已建成高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)(nong)(nong)(nong)田(tian)后(hou)(hou)續管(guan)(guan)護工(gong)(gong)作(zuo)(zuo)進行檢查。連(lian)片流轉耕地建設(she)高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)(nong)(nong)(nong)田(tian)的政府平(ping)臺要(yao)(yao)對與其(qi)合(he)作(zuo)(zuo)使用(yong)高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)(nong)(nong)(nong)田(tian)的新型經營主體(ti)落(luo)(luo)實后(hou)(hou)續管(guan)(guan)護責(ze)(ze)任情(qing)況負責(ze)(ze)。(各(ge)(ge)市、縣人民(min)政府,自治區農(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)村(cun)廳、財政廳、發展改革委、水(shui)利(li)廳按職責(ze)(ze)分工(gong)(gong)負責(ze)(ze))
2. 加強(qiang)已(yi)建(jian)(jian)(jian)高(gao)標(biao)(biao)準(zhun)農(nong)(nong)(nong)田(tian)(tian)(tian)用(yong)途管(guan)(guan)控。原則(ze)上已(yi)建(jian)(jian)(jian)高(gao)標(biao)(biao)準(zhun)農(nong)(nong)(nong)田(tian)(tian)(tian)應當(dang)劃入永久(jiu)基本(ben)農(nong)(nong)(nong)田(tian)(tian)(tian),實(shi)行嚴格保護,嚴格管(guan)(guan)控轉為林地(di)、草(cao)地(di)、園地(di)等其(qi)他(ta)農(nong)(nong)(nong)用(yong)地(di)和(he)設施農(nong)(nong)(nong)業建(jian)(jian)(jian)設用(yong)地(di),遏制(zhi)高(gao)標(biao)(biao)準(zhun)農(nong)(nong)(nong)田(tian)(tian)(tian)“非(fei)糧化”。嚴控高(gao)標(biao)(biao)準(zhun)農(nong)(nong)(nong)田(tian)(tian)(tian)“非(fei)農(nong)(nong)(nong)化”,對因無(wu)法避免的原因不(bu)得不(bu)占(zhan)用(yong)高(gao)標(biao)(biao)準(zhun)農(nong)(nong)(nong)田(tian)(tian)(tian)的,按照(zhao)“誰占(zhan)用(yong)、誰補建(jian)(jian)(jian)”“建(jian)(jian)(jian)設面積不(bu)減(jian)少、建(jian)(jian)(jian)設標(biao)(biao)準(zhun)有提(ti)高(gao)”原則(ze),由建(jian)(jian)(jian)設用(yong)地(di)單位負責補建(jian)(jian)(jian),或者按照(zhao)該(gai)地(di)塊實(shi)際建(jian)(jian)(jian)設成(cheng)本(ben)承擔相(xiang)應補償費用(yong)。完善“一張圖(tu)”系統(tong),將農(nong)(nong)(nong)田(tian)(tian)(tian)建(jian)(jian)(jian)設、使用(yong)、管(guan)(guan)護等情況一圖(tu)統(tong)管(guan)(guan)。建(jian)(jian)(jian)立健全部(bu)門(men)間(jian)信(xin)息互(hu)通共享機制(zhi),實(shi)現高(gao)標(biao)(biao)準(zhun)農(nong)(nong)(nong)田(tian)(tian)(tian)建(jian)(jian)(jian)設信(xin)息實(shi)時查詢、對比、統(tong)計、分(fen)(fen)析,做到相(xiang)關信(xin)息互(hu)通共享、科學利用(yong)。市(shi)、縣(xian)兩級相(xiang)應建(jian)(jian)(jian)立健全技術支撐工作機制(zhi)。(各市(shi)、縣(xian)人民政(zheng)府,自(zi)治(zhi)區農(nong)(nong)(nong)業農(nong)(nong)(nong)村廳、自(zi)然資源廳、林業局、水(shui)利廳按職責分(fen)(fen)工負責)
三、保障措施
(一(yi)(yi))明確(que)(que)各方責(ze)(ze)任。各市、縣人民政府(fu)是高標(biao)(biao)準農田建(jian)(jian)設工(gong)作(zuo)的(de)直接責(ze)(ze)任主體(ti),要(yao)切實(shi)(shi)做(zuo)好(hao)規(gui)劃實(shi)(shi)施、任務(wu)落(luo)實(shi)(shi)、資(zi)金(jin)保障、運營(ying)管(guan)護等工(gong)作(zuo)。市級(ji)要(yao)加強項目(mu)(mu)前期工(gong)作(zuo)、檢查驗收等的(de)指(zhi)導。縣級(ji)要(yao)加強項目(mu)(mu)實(shi)(shi)施,強化全程(cheng)監(jian)管(guan),規(gui)范(fan)項目(mu)(mu)招(zhao)投標(biao)(biao)、工(gong)程(cheng)監(jian)理、項目(mu)(mu)驗收、檔案管(guan)理等,加大基層工(gong)作(zuo)人員(yuan)專業(ye)(ye)知識(shi)(shi)培訓(xun)力度,加強風險防(fang)控,提升行業(ye)(ye)主管(guan)人員(yuan)的(de)廉潔意識(shi)(shi)及業(ye)(ye)務(wu)水(shui)平,確(que)(que)保工(gong)程(cheng)安全、質量安全、資(zi)金(jin)安全,確(que)(que)保建(jian)(jian)成優良廉潔工(gong)程(cheng)。自(zi)(zi)治區(qu)農業(ye)(ye)農村部(bu)門全面(mian)履(lv)行農田建(jian)(jian)設集中統一(yi)(yi)管(guan)理職責(ze)(ze),發揮好(hao)牽頭抓總作(zuo)用;發展(zhan)改(gai)革、財(cai)政、自(zi)(zi)然資(zi)源、水(shui)利等相關部(bu)門按(an)(an)照職責(ze)(ze)分(fen)工(gong),密切配合,做(zuo)好(hao)規(gui)劃指(zhi)導、資(zi)金(jin)投入、新增(zeng)耕地核定、水(shui)資(zi)源利用和管(guan)理等工(gong)作(zuo),協同推進高標(biao)(biao)準農田建(jian)(jian)設。(各市、縣人民政府(fu),自(zi)(zi)治區(qu)農業(ye)(ye)農村廳(ting)、發展(zhan)改(gai)革委、財(cai)政廳(ting)、自(zi)(zi)然資(zi)源廳(ting)、水(shui)利廳(ting)等按(an)(an)職責(ze)(ze)分(fen)工(gong)負(fu)責(ze)(ze))
